CONTINUUM of services
IDEA governs how states provide early intervention, special education and related services to eligible infants, toddlers, children and youth with disabilities.
The Program for Infants and Toddlers with Disabilities (Part C of IDEA ) provides early intervention services for infants and toddlers with disabilities, ages birth through age 2 years, and their families. SMEC has a comprehensive team of early interventionists to provide these services to our families within their homes.
Children and youth (ages 3-21) receive special education and related services under IDEA Part B. Under Part B, each individual school district in SMEC provides services for Federal Level Setting I and II students through inclusion services or utilizing a small group instructional approach within the resource room. Students who require more specialized services attend Level III programs within the cooperative or attend a program located at the SMEC Education Center.

Early Intervention ProgramOur Early Intervention Program provides educational services to infants and toddlers up to age three by our early childhood specialists. Students can be referred through the statewide Help Me Grow initiative. Special education services are provided in the child’s natural environment by working closely with the child and family. SMEC works closely with the various state agencies to provide early intervention services.
Behavioral Programs
Students are taught in a structured environment that offer therapeutic interventions by specially trained professionals in addition to a full range of academic services in an environment with a low staff-to-student ratio. Mental health and educational programming are integrated into the entire school day. Students in the programs access general education classes according to their individual educational needs. This program is located in the Southland district.

early childhood programsSMEC’s First Step program serves early childhood students in a small group setting. The program is designed to provide child-centered, enriched learning activities that are developmentally appropriate and aligned with the Early Childhood Indicators of Progress. First Step is located in the Southland, Kingsland, and Alden-Conger districts.
Next STEP TransitionThe Next STEP program is a high school transition program, including the 18-21 year old population. The goals of this program are to increase student employability skills, develop career awareness and a life plan utilizing Person Centered Planning. These programs are located in the Alden-Conger and Grand Meadow school districts.
Alternative Learning Center Our ALC provides a variety of academic learning programs including full time and Credit Recovery for grades 7-12 throughout the year, including summer sessions. We provide a structured learning environment that addresses the various needs of students. Instruction in our school is designed to meet individual student learning styles, as well as, each student's social and emotional needs. This program is located at the SMEC Education Center.

Developmental ProgramsThe developmental programs provide services to students with unique needs who require a low student-to-staff ratio. These programs offer students the opportunity to work on academics as well as functional, transition, and social skills. These programs are located in the Grand Meadow, Leroy-Ostrander, Glenville-Emmons, Kingsland, and Alden-Conger districts.
RESET Program
The RESET program is for students in grades K-12 with intense social, emotional or behavioral needs. Placement in this program is an IEP decision after all resources at the regular education school have been exhausted. The RESET program offers smaller class sizes; a higher student to staff ratio and addresses academics along with mental health and social skills. The overall goal is to teach students the skills they need to facilitate the return to their regular mainstream school.
